City Manager's Goals
2002 - 2003
Goal #1:
Keep property taxes and utility rates stable.
- Review fees/user
fees and service levels to assure cost benefits
- Promote use of
extended water and sewer facilities to non-city consumers
- Continue phase
down of escrow debt
- Continue draw down
on water and sewer fund accounts to reduce General Fund transfers
- Investigate methods
to improve collection of delinquent ad valorem taxes
Goal #2:
Continue commitment to planned and orderly growth.
- Evaluate future
annexations based on comprehensive plan and cost benefits
- Continue McConnell
Complex enhancements
- Complete Downtown/Moss
project
- Begin construction
on 3rd Street portion for Jack's Creek drainage
Goal # 3:
Promote cooperation with other agencies to minimize service duplication
and promote economic development.
- Continue support
of Economic Development Commission
- Continue meter
reading services to County Water Districts
- Continue to evaluate
programs/issues that could benefit Washington and local organizations
Goal #4:
Maintain open, honest and continuous communication with the community.
- Continue using
the local media, and Government Access Channel to inform the public
- Utilize E-mail
for Mayor and Council
Goal #5:
Provide cost-efficient, quality services.
- Continue program
for accountability of vehicle/safety/worker's compensation
- Continue evaluation
of staffing levels and service levels
- Assure trained
and competent staff are available to meet present and future needs
Goal #6:
Prepare for electric restructuring and its impact on the City of Washington.
- Continue regionalization
assessment and phase implementation
- Continue to assess
ways to reduce Local Distribution Cost
Goal #7:
Resolve inequities in the cost sharing for Recreation Program.
- Work with individuals/committees
designated by County Commissioners to assist with data necessary for
committee recommendations

Initiate a citywide clean-up program.
